Abstract
In modern society, more and more enterprises have the opinion organization and management, especially human resources management, is the access of competitive advantage. Enterprise Human Resource Management is an enterprise business strategy, which is closely linked with organizational structure, and has a unique personality. In our province, as a high-tech system of evaluation, establish a coverage area of all the specialist resources, and achieving of the office automation of expect resources, in order to provide efficient, accurate and secure expert’s resource information for the relevant departments. And at the same time, avoiding interference of the human factor and make the evaluation of high-tech more just, more reasonable more scientific, so experts resource management system appears to be particular important.
Experts resource management system can run both in the stand-alone environment and LAN operating environment ,which complete the functions below: transmit the data of experts management system ,check basic information of experts and assess information , add experts’ basic information and assess information, download basic information and the system of security management . The interface of Experts resource management system is   simple and friendly, and the operator can manage the experts’ resource easily.
The resources management information system use the two-Guitar structure of the B / S (browser / server), the tools of front software development use the ASP, the main contents was completed in Web Forms environment, data window and data channels, which use VBScript language to write the objects. The background database use Microsoft SQL Server 2000, it can create table and establish view in database, and define the rules of user-defined data types and functions; establish a database to link with the system. The   completion of this system has greatly increased the efficiency of the resource management.

前  言

我国加入WTO以来经济正迅速与国际接轨，因此我国越来越重视高新技术的发展。如何对高新技术项目,产品,企业进行公正,科学的评价是目前急需解决的问题。尤其对我省由传统产业向高新技术型产业的转变过程中，建立公正,科学的评价体系显得极为迫切。
当今世界已进入信息化社会，信息化已经成为我国的发展战略之一。传统的管理信息系统在发达国家乃至中国已经趋于成熟。近年来，我国在政府管理信息化方面投入了大量的资金和人力，完成了政府上网工程一系列信息化项目，各级政府的各职能部门也逐步实现了办公自动化，各地方科技管理部门在某些项目及成果评审中也初步建立了专家数据库。
作为高新技术评价体系的基础，专家资源管理信息系统显得尤为重要。如何在我省建立一个覆盖所有专业,以及所有地区的专家资源，并针对不同的尤其是跨学科的高新技术项目,产品,企业的评价合理配备专家是本系统的主要研究目标。
本系统的研制采用先进的技术手段,先进的管理理念，实现专家资源管理的办公自动化，为相关部门提供高效,准确,安全的专家资源信息，同时避免人为因素的干扰，使高新技术的评价更公正,更合理,更科学。借助于此信息管理系统的建设，促进管理人员素质的提高，也有利于政府部门提高管理水平和管理效率，并为各级领导提供有效的辅助决策手段。专家资源管理系统的发展趋势是向集成化,智能化及决策支持层次方向发展，采用先进的计算机技术,信息技术,管理技术和决策技术等多学科综合技术，使之追求系统的整体效益。
